Yadkin budget hearing on Thursday

A special meeting for a public hearing on the 2023 fiscal year budget for Yadkin County has been called for June 16. The proposed FY22-23 budget has been submitted to the Yadkin County Board of Commissioners. A copy is available for public inspection in the Clerk to the Board’s office and on the Yadkin County website.

Thursdays special meeting will be at 7 p.m. in the Commissioners’ Meeting Room in the Human Resources Building, located at 217 E. Willow St., Yadkinville. There will be a public hearing on the proposed Economic Development appropriation for FY22-23 and a public hearing on the proposed FY22-23 Budget.

The Board of Commissioners may consider adopting the proposed budget at this special meeting.

According to budget documentation from the county, “the total proposed budget for all funds (Governmental and Proprietary) is $51,663,797. The General Fund is the largest component of this total with expenditures of $43,323,847 an increase of 12.9% or $4,954,273 above the current adopted amount of $38,369,574.

“The approval of this budget does not require any tax increase to the ad valorem rate which will remain at $0.66 per $100 assessed value.

It is recommended that the ‘rainy day fund’ or General Fund unassigned fund balance, be appropriated for certain one-time expenses rather than recurring expenses. The FY2023 Recommended Budget includes a fund balance appropriation of $2,693,970 to balance this budget. This amount is approximately $1,014,275 more than the amount appropriated in the FY2022 Adopted Budget that totaled $1,679,695. This amount includes the appropriation of $109,700 of Committed Fund Balance for tax re-appraisal that will begin in FY2023. It also includes grant funds received late in FY2022 by the County for the Sheriff’s Office that was not spent in FY2022.”

The public hearing on Economic Development is being held for the purpose of complying with the requirements of North Carolina General Statue 158-7.1 by receiving public comments on the proposed expenditure of funds to Yadkin County’s Economic Development Partnership (EDP), pursuant to EDP’s request for the same. The EDP will continue to promote development and infrastructure improvements in Yadkin County, and where appropriate, will help facilitate due diligence on potential properties. These and other economic development activities will be part of EDP’s programmatic design. The Board of Commissioners will consider granting EDP’s request for funds by making an allocation to EDP in the FY22-23 Budget.
